Make an address object for each remote IP that is connecting to the IPsec VPN.
Make an address group containing all the address objects from above called Remote VPN Addresses.
In the Access Rules, there is a WAN-WAN rule for incoming IPsec. Edit that and change the source to the Remote VPN Addresses object from above.
